Our History

It all started with one check

    1990

    Our Founder, Richard Mellor, started his a recruitment business from his back bedroom called ‘Richard Mellor Recruitment’. The ‘Back Bedroom’ lives on as the title of our boardroom.

    2006

    Following unprecedented demand, Richard’s wife Michelle and fresh-faced apprentice Ryan Sidley (now the General Manager of TaxiPlus) were tasked with creating a business to meet this need - and Personnel Checks was born.

    2012

    Ryan led a project to overhaul Rossendale Borough Council’s DBS process and streamline the process for everyone involved. A resounding success, this experience launched a new service within Personnel Checks - Taxi+.

    2017

    A big year for PC, we moved from our offices in Accrington to the award-winning One Cathedral Square office suites in Blackburn.

    2018

    PC de-merged from the recruitment business with Sales Director, Jack Mellor, taking on the role of MD in the newly formed Personnel Checks Ltd.

    2020

    Taxi+ was revamped and relaunched as TaxiPlus. A standalone business unit providing DBS and licensing support to over 100 UK local authorities.

    2022

    Chexx.io is the culmination of our two-year development project, building a platform that allows organisations to weave a range of compliance checks into their native software.

    2023

    Personnel Checks and TaxiPlus launch their own screening product. Built on the Chexx.io platform, this product gives businesses the power to control their compliance and master their screening.

    2024

    Following rapid growth of all three business units, PC Group was launched to consolidate all our brands in one place under our united mission of making the working world safer for everyone.
